The increased support has led to speculation a law-change could soon occur, which would overturn the all-seater legislation introduced at the start of the 1994/95 season at the recommendation of the Taylor Report into the Hillsborough disaster.Michael Burnett, the Managing Director of Ferco Seating, said: “There are two aspects to it. Firstly, it produces the right crowd experience and secondly it might even provide additional revenue for the clubs.”Mr Burnett believes the rail seating section installed during the construction of Tottenham Hotspur’s new stadium showed there is backing for safe standing. He continued: “Because the seats are still available, the Department for Digital, Culture, Media and Sport could say they’re not approving standing at football grounds… they’re just approving putting handrails behind ordinary seats.“It’s a typical politician’s way of nearly admitting that they want to change something.”Wolves installed various safe standing options at Molineux in January, making them the first Premier League club to do so at their current stadium.
